It is the early 1990's, and the Japanese "Bubble Economy" that had made Japan one of the richest countries in the world has collapsed. A cabal of yakusa, right wing politicians and desperate businessmen are determined to establish a government headed by a stridently anti-American politician who will protect their interests, but who will also greatly weaken the relationship between the U.S. and Japan. It soon appears that the alliance through a combination of murder, bribery and blackmail will achieve its goal. Claire Whitlock, the CIA station chief, and the U.S. embassy legal attache work together to devise and implement a daring and unauthorized plan that will protect their country's interests and maintain the current weak but pro-American government.

In ONE SUMMER IN TOKYO, William J. Shannon creates a dramatic backdrop against which the Japanese economy imploded in the 1990s. This book is for readers who enjoy a gripping tale of espionage and criminal activities while at the same time wish to place these activities within a larger context. In this case, this context is economic. Most Americans--even those who are reasonably learned in matters economic--probably know precious little about the behind the scenes machinations of Tokyo and Washington that led to a bursting bubble debacle that lingers in Japan even today. The plot starts off simply enough with the murders of high ranking Japanese politicians which in turn bring in American CIA liason Claire Whitlock whose job it is to help the local police solve what at first seems to her a matter of strictly local importance. Soon enough, a larger issue emerges, one whose origins stretch back to the end of the second world war that left Japan a smoking ruin. Mr. Shannon's vast experience as an attorney in Japan have well prepared him to recreate those heady years that immediately preceded the collapsing real estate bubble in Japan. Still, ONE SUMMER IN TOKYO is far more than merely a dramatization of an historically significant but culturally unknown (at least to most Americans) event that might have been averted had Wall Street had more foresight as it greased the skids for the collapse of real estate values. Mr. Shannon limits his viewpoints to a few critically placed characters whose interactions complicate a series of actions that range from the very lowest levels of Japanese society to the highest. Claire Whitlock is the fulcrum whose presence enables others who are closer to the centers of power to compete against each other not only for personal gain but also for that rarest of human endeavors--national pride. Even the lowest of the low in Japanese society are solidly pro-Japan. Mr. Shannon portrays a yakuza whose viciousness is matched amazingly enough by a concommitant desire to restore Japan to world eminence. What I took away from ONE SUMMER IS TOKYO was the pleasure of being entertained by a smashingly good tale even as it was elucidating me. Highly recommended.

I really enjoyed this book! Shannon combines the twists and turns of an espionage thriller with fascinating detail, effectively painting a portrait of Japanese politics during the 1990s economic crisis. Shannon's appealing heroine Claire Whitlock navigates the complexities of Tokyo's underworld and political backroom deals while giving the reader an insider's view into an American woman's experience within Japanese society. Great for fans of both the espionage genre and those interested in Japan's cultural and economic history.
